[Where there is no passport or the applicant is an illegal immigrant in UAE]
No passport will ordinarily be issued. The applicant will be issued an Emergency Certificate after verification of his personal particulars and his claim to be an Indian citizen is established by the Home Department of the State Government concerned.

Requirements
- Application in EAP-I form
- Four latest passport size photographs (full frontal view of face against light background)
- Photocopy of any document like a driving licence, election card etc., held by the applicant to establish his identity and nationality
- Personal particulars - in duplicate
- Submit in person to establish physical identity
Time Taken
It could take upto six months or longer for the concerned State Government to verify the personal particulars and confirm nationality before an Emergency Certificate can be issued.
