Conditions Governing Recruitment of Housemaids

As per the instructions of the Government of India, the following will be the prescribed requirements for the recruitment of Female Household Service Workers (FHSW) from India:

  1. The minimum wage of an FHSW will be AED 1,100/- per month, besides provision of free food, accommodation and return air fare.


  2. The intending employer (other than a UAE national) will have to approach the Indian Embassy/Consulate accompanied by an Indian national of good standing who would personally guarantee the character and the social standing of the intending employer.


  3. The intending employer would be required to submit the following documents to the Embassy/Consulate: :

    1. An Application seeking permission to recruit and employ an FHSW giving the particulars of the employer.


    2. An undertaking by the employer, and,


    3. An Employment Contract, in the standard format, attested by the Shariah Court, Ministry of Justice and Islamic Affairs and the UAE Ministry of Foreign Affairs.

    4. An income certificate indicating an income of at least AED 10,000/- per month for employing one FHSW.


    5. Photocopies of the passports of the employer, the Indian guarantor and the proposed FHSW.


    6. The original visa of the FHSW to be recruited.


  4. After scrutiny of the above, the Indian Embassy/Consulate will attest the Employment Contract and the visa of the FHSW and will also issue a letter approving the proposed recruitment.


  5. The attested Employment Contract and the attested copies of the visa and the letter of approval would then have to be forwarded to the FHSW to enable her to complete procedures in India.

    1. The FHSW may be recruited in two ways:

      1. Directly by the employer.


      2. Through a Registered Recruiting Agent (RRA) in India. (List of RRAs is available at the following link: www.indembassyuae.org/lw_maidempcont.phtml)


    2. If the recruitment is done directly from India by the employer, then the latter will have to deposit an amount of AED 9,200/-(Nine thousand and two hundred only) with the Indian Embassy / Consulate as a Security Deposit. Alternatively, the employer may provide a Bank Guarantee of AED.9200/- to the Mission.


    3. The Security Deposit/Bank Guarantee will be governed by the following conditions:

      1. On termination of the contract at any time by mutual consent, the full amount of the Security Deposit/Bank Guarantee will be refunded to the employer on the latter submitting an application in writing and appearing at the Embassy/Consulate in person along with the FHSW


      2. However, should the FHSW complain of non-receipt of dues or if the Embassy/Consulate have to incur any expenditure on her accommodation, food, local transportation and airfare to India, these expenses will be deducted from the Security Deposit/Bank Guarantee and the balance amount refunded to the employer.


    4. The Security Deposit/Bank Guarantee would not be required if the recruitment is done through a Registered Recruiting Agent in India. In such cases, after the recruitment of the FHSW has been finalized through the RRA, the employer will submit to the Embassy copies of the Demand Letter, a Power of Attorney in favour of the RRA, and a Specimen Employment contract proposed to be signed with the FHSW.


  6. Other Requirements:

    1. The FHSW proposed to be recruited from India should not be less than thirty years of age at the time of the issue of her Employment Visa.


    2. A mobile phone would have to be provided to the FHSW on her arrival in the UAE


    3. Within two weeks of the FHSW’s arrival in the UAE, the employer and the FHSW must personally visit the Indian Mission/Consulate where the FHSW will be registered and the details of her mobile phone and physical address noted.


  7. These requirements will come into effect immediately. They also cover applications submitted to the Embassy/Consulate earlier but where the FHSW has not yet left India for the UAE.
